The Challenge: Modernizing Governance Training
As part of a regional capacity enhancement initiative, the Institute of Public Administration and Management (IPAM) in Puntland, Somalia, sought to modernize its governance training delivery. The challenge was to transition from traditional, in-person training to a resilient, blended, and online model.
The goal was to establish the first state-of-the-art E-Learning Centre in the Puntland civil service training ecosystem, thereby enhancing professional capacity, improving digital literacy, and ensuring training continuity across the region.

Our Solution: A Sustainable Digital Platform
PRID Advisory Limited was contracted by the Kenya School of Government (KSG) to provide an end-to-end solution, ensuring the new digital infrastructure was sustainable and locally manageable. Our approach included:
- Full ICT Installation: Design, procurement, and installation of network servers, computers, projectors, and energy-efficient systems (including solar-ready power design).
- LMS Configuration: Deployment and customization of a Moodle-based Learning Management System (LMS), incorporating hybrid offline-access functionality to mitigate limited internet stability.
- Capacity Transfer: Comprehensive Training of Trainers (ToT) for faculty and administrative staff.
- Institutional Integration: Development of Standard Operating Procedures (SOPs) for e-learning content management and operations.

Key Project Achievements
- Infrastructure: A fully operational E-Learning Centre was commissioned on time.
- Human Capacity: 25 IPAM staff members (faculty and administration) were trained in content creation and digital delivery.
- Client Satisfaction: Project beneficiaries recorded an 80% satisfaction rate in the endline capacity surveys.
- Governance Impact: IPAM’s capacity to deliver online and hybrid training was significantly enhanced, promoting South-South cooperation in governance education between Kenya and Somalia.
- Sustainability: Established a locally trained technical support team and energy-efficient systems to guarantee long-term operational resilience.

Institutional Impact & Next Steps
The new centre has successfully transformed training delivery at IPAM, strengthening Puntland’s ability to train civil servants remotely and improving digital literacy across the institution. The integration of continuous learning frameworks ensures the platform remains a long-term asset for public service development.
